X) Japanese Army Supervised and Regulated the Bad Conduct Systematically.

According to Japanese Army and government's regulations, some Japanese military authorites supervised and regulated bad conducts, but did Japanese Army as a whole let bad conducts alone? Actually, most military authorites left bad conducts. Generally speaking, most comfort women were systematically forced into prostitution by vicious brothel's dealers. Japanese Army and government made military sex slave's system because they did not do anything effective to comfort women.

However, this is not correct. About one percent of comfort women were abducted, deceived, and forced into prostitutes. Even considering a lot of former comfort women had been dead and have enough reasons not to come out themselves, the number is very little. Some of them were especially abducted or deceived, and forced into prostituton by vicious brothel's dealers. Even government effectively supervised and regulated bad pimps, some of them would slip regulations.

Moreover, Japanese Army basically supervised and regulated vicious brothel dealers. Supervisions and regulations by military authorites were based on two documents below.

"Case on Recruiting Comfort Women for Military Comfort Station" (on 4th March 1938) described that brothel's dealers abducted and deceived prostitutes, and that the police arrested brothel's dealers who abducted and deceived women.
Army came to properly select the brothel's dealers later. The properly selected brothel's dealers gathered prostitutes for Japanese soldiers, the (military) police officers of the relevant districts would cooperate with Army to prevent social problems by controlling and watching the activities of the brothel's dealers .

The existence of women who were abducted, deceived, and forced into prostitution, not freed of going out, giving up their jobs, going back to their countries, refusing to serve customers, violently treated by some Japanese soldiers, and exploited by brothel's dealers might become social problems.
These problems were supervised and regulated on "Cases on Recruiting Comfort Women for Military Comfort Station," drawn up by the commissariat section of Department of Japanese Army, described "the Police and Military Police Officers of the Relevant Districts Would Cooperate With Expeditionary Army to Prevent Social Problems Without a Slip." It also described a precedent of Japanese Army's policies at that time.

"Measures of Military Discipline's Promotion Turned out by Experience of the China Incident During the Japan-China war, on September 19th 1940," drawn up by Naoichi Kawara, the Vice-Minister of the Army, described military authorities must carefully consider comfort house's facilities to ease and restrain soldiers' brutal emotions and animal passions in the front line. The environment seriously affected on soldiers' morale. Especially, the soldiers' mental is most influenced by sexual comfort houses.

The guidance and supervision on comfort houses would seriously effect on the soldiers' morale, the maintenance of military discipline, and the prevention of crime and venereal disease. Military authorities must remember these matters. The last procedure told that every article must be paid attention.

Department of the Army sent this notice to Units. This notice was actually the reference material of the educational guidances and the most important item in the principle of the Army. Comfort women who were violently treated by some Japanese soldiers and exploited by brothel's dealers would directly increase the number of crime and disorder of the military discipline. Moreover, the other bad conducts, such as forcing into prostitution, would directly effect soldiers very bad. Therefore, military authorites strictly regulated them.

Military authorites regulated them based on "The Cases on Recruiting Comfort Women for Military Comfort Station" (on 4th March 1938) and "Measures of Military Discipline's Promotion Turned out by the Experience of the China Incident (on September 19th 1940)" drawn up by the center of Department of the Army.
Japanese Army supervised and regulated bad conducts systematically by vicious brothel's dealers. Japanese Army and government did not create military sex slave's system because they regulated the comfort women's system effectively. About one percent exception cannot show the whole image.

Professor Yoshimi insists Japanese Army did not draw up Army's laws to protect comfort women at all. Japanese Army, generally left the bad conducts. However, Japanese government and Army actually draw up a lot of notices and regulations. Why does Yoshimi ignore them? Once approximate notice was announced, the measures of disease-control were enforced to the entire Army.

Professor Yoshimi accused that the Japanese Army requested a lot of brothel's dealers to establish brothels for Japanese soldiers. However, Japanese Army did not request them to abduct and deceive women. Japanese Army just requested brothel's dealers must not abduct and deceive women.
