Meiou Setsuna. Outer Senshi. She's the mysterious soldier of time and revolution. A lot of the times she only appears when there's a crisis threatening the earth or the other sailor senshi. Towards the end of the series though, she seems to appear more frequently. Not much is known about Setsuna. She's the mysterious soldier, and she likes to keep it that way. She's good friends with Chibiusa and Haruka and Michiru. And in the Star series she helps raise Hotaru. Setsuna is much older than the rest of the senshi and she can feel twists in time. She is connected to Haruka and Michiru by... I guess you could call it a "mind-link" in the manga.

Setsuna has her Time Key with the garent orb resting atop it.

Setsuna, at your service ^_- Well, I guess my story starts out at my motor
home. Yep, I own a motor home. So when the killer bees come, I can just
pack up and drive to Utah(how do I get from Tokyo to Utah? Same way I get
from Utah to Tokyo). After my morning dose of lollipops, I go to Hotaru's
elementary school and pose as a nurse :P yep, just sit around all day,
drinking scotches and chillin' in the healthroom jacuzzi. Oh, and sometimes
I help a sick kid. Y'know, fevers, vomit, bleeding kids that got bit
repeatedly by the class hamster, that sorta stuff. And remember, I'm
Hotaru's friend. So if you dare pick on her, you're gonna get it. You know
where bad little boys go, right? Into one of my dark time portals...
And with my buds Hotaru, Haruka, and Michiru, I am Sailorpluto, and together
we are the outer senshi! I may be old, but not too old to whack some
villains with my Time Staff!
