Umi ga Kikoeru is one of Studio Ghibli's many works. It is also one of my (many) favourites. This is other one of three "love stories" that Studio Ghibli ever produced, as a 72 minutes TV movie in 1993. Tomomi Mochizuki is the director and the story is based on the same titled book by Saeko Himuro. The other English names are "Ocean Waves" and "I Can Hear the Sea". Basically it's the story of a young man, Morisaki Taku, currently in 1st year University in Tokyo; and about the meaning of friendships and relationships as seen through flashbacks of his High School Life in Kochi City. Here are more images about Umi ga Kikoeru.
