Outlaw, House of Anarchy is one of the few houses that mortals may choose
to try to enter. Outlaw is based upon the belief that all deserve the
freedom to live...and die as they choose.

Outlaws were once a scattered band of people persecuted by
the Law of the Enforcers. Unwilling to suffer restrictions
imposed upon them by any one body, they fought for freedom.
However, the concept of freedom for which they fought became
lost as hardened criminals took to a life of constant
bloodshed and theft. Unified purpose against the Enforcers
transformed to rampages on every House and every citizen in
the realm. The Godfather, having lost control over his
band, secretly departed from the sewers and started a new
band, dedicated to a single, simple purpose: wrest control
of the cities from the Enforcers, allowing the people of
Thera a new era of freedom.

The new band of Outlaws, under the leadership of a powerful
Godfather, do whatever it takes to gain the favor -- or the
loyalty -- of the citizens, trying not to attract the
attention of the Enforcers of Law while at the same time
undermining their efforts through such means as extortion,
bribery, theft and resale at discount rates, special events,
and occasionally a direct raid on the Enforcers of Law,
removing their power to impose.
